That’s already regulated. The government owns the airways. That’s one reason they went from analog to digital regarding cable TV. It free up more of the spectrum for the government to “rent out” to cell phone companies and others.
Don’t you need an FCC license for shortwave broadcasting? Or am I thinking of something else?
