Senate Republican Leader Mitch McConnell has offered a new legislative solution to the Department of Homeland Security budget standoff, but the proposal would put House Speaker John Boehner in a tight spot with conservative lawmakers who see it as a copout.
The House's bill to strip funding for President Barack Obama's immigration orders has failed to pass the Senate four times amid Democratic calls for a clean bill, and despite the fact that the GOP now control the Senate.
In a bid to prevent a shutdown before the current funding arrangement expires on Feb. 27, Senate Majority Leader Mitch McConnell proposed a vote on fully funding the DHS without immigration stipulations, and a second, separate vote to prohibit the president's implementation of the immigration orders.
"I don't know what's not to like about this," McConnell said, according to The Washington Post. "This is an approach that respects both points of view."
House Republican leaders have conspicuously failed to endorse the plan, the Post noted, with conservatives likely to see it as a cave-in to the administration and Boehner struggling to get the support of his conference.
House Republicans will meet behind closed doors on Wednesday morning to discuss the issue, according to the Post.
The Hill said it was far from clear whether Boehner could win a majority of House Republican votes for the clean Homeland Security funding bill.
"The Speaker has been clear: The House has acted, and now Senate Democrats need to stop hiding. Will they continue to block funding for the Department of Homeland Security or not?" Michael Steel, Boehner's spokesman, said, according to The Hill.

Being in Congress isn’t about doing what’s right or moral, it’s about favors. These men have apparently acquired enough chits to call that they can both be leaders (or in the leadership position, which isn’t the same as leading) and they can swing votes.
The House ought to come back with that offer - then take Immigration funding/fight off line and don't allow the press to keep saying DHS was "shutdown" ...

All Boehner has to do is stand his ground. I doubt he will, but the ensuing bloodbath could well repair the GOP.

Boehner and McConnel’s job is to give Obama everything he wants while offering some cover to the gopes in Congress while discretely twisting conservatives’ gonads.
A “clean” bill would not include funding for a program found by a federal judge to be illegal.
Worse yet, the administration will go back into court and argue that Congress has ratified his illegal amnesty for illegal aliens by funding it.
The House has to hold the line here or it’s GOP-RIP
Before the election I thought that the election would be a good thing only if McConnell and Boehner lost their own races. Better two more Democrats than those two. When they won I thought that it all might be an exercise in conservative futility. After the election I got my hopes up that the Republicans would reject those two as “leaders” and set to business righting the capsized ship. Didn’t happen. I think the answer to the rhetorical question about whether it is time to “shoot the bastards” has come forward again.
Nobody should believe for a second that Boehner will do anything but fold. He always folds. He is a weakling, as is McConnell.
Picture two armies about to engage in battle. Then from one side, two cowards break ranks and run to the enemy screaming, “Don’t hurt me! I surrender! We all surrender!”, to the disgust of the soldiers left behind.
