The only thing I can think of which would be even better is a sanctioned seizure of Pallie real estate on their side of the border.

If you rinse and repeat often enough, they would soon have their choice of either moving somewhere else or living in houseboats in the Mediterranean.

Not likely, there have been suits like this before. One verdict over $100 million came down in GWB's first term, finalized not long after Obama took office, and my first thought was the same as yours. Don't recall how the government managed it, may have been through transferring funds to the PLO through banks out of reach of the US courts. Neither administration seems to have had much interest in satisfying the courts judgement.
