Guttierrez is an old Puerto Rican communist/sympathizer to the terrorist FALN (Fraunces Tavern killings and William Morales gang). Of course he is issuing a veiled threat. That is how the terrorists’ above-ground fronts and people operate (the Weathermen had the Prairie Fire Organizing Committee, the Puerto Rican Socialist Party, and their united front, the Committee for July ‘76, among others).

As mentioned in related threads, and PC interpretations of the Constitutions Uniform Rule of Naturalization Clause (1.8.4) aside, such interpretations used to justify so-called federal immigration laws, the states have never delegated to the feds, expressly via the Constitution, the specific power regulate immigration. So if Democrats and Hispanics really want lawless Obamas immigration edicts to be constitutional, at least in a less weak PC sense of the word, then they must do the following.
Democrats and Hispanics must work with Congress to propose an immigration amendment to the Constitution to the states. And if the states choose to ratify the amendment then the feds will have the constitutional authority that they need to regulate immigration and Democrats and Hispanics will be heroes.
