Vice President Joe Biden will be away, his absence behind Netanyahu conspicuous in coverage of the speech to Congress.

What makes them think Boehner will keep the seat empty?

Orrin Hatch is President Pro Tempore of the Senate. Let him sit there to represent the Senate if Biden won't.

But it would be stupid to leave the seat empty.

Although, with an empty seat behind Netanyahu, most will think the president is sitting there anyway.
