(ii) uses rimfire or conventional centerfire fixed ammunition which is no longer manufactured
in the United States and which is not readily available in the ordinary channels of commercial
trade.”

Actually the cutoff is 1898, not 1900 and they are considered "antiques" not "relics" which is a different category.

That’s federal law. NJ is entitled to a completely different definition of guns.
I believe they're prosecuting this poor citizen under New Jersey state law, not Federal, so I assume the Gun Control Act of 1968 does not apply.
