Probably because working in a coal mine or trying to grow crops on a rocky, 45 degree angle doesn’t bring in much money. And unfortunately, the democrats controlled the state for the past 100 years. I think the state bird was Robert Byrd, (KKK-WV). He got the Mountaineers used to the government dole.
Now that they’re voting Republican once again, perhaps that will change... However, with Obama’s War on Coal I wouldn’t be surprised to see more—not less—poverty.
