then there is no excuse for one guy to pump over 50 rounds out of a semi-automatic weapon into a crowd of people, for him to hit (only)four targets, three of them cops, and for him to then get away clean.

Not trying to be too judgemental, but if you are shooting fifty shots into a crow and you only hit four people...then you need some time on the range. You are not a very good terrorist.
