Everything in the military is done with an advance plan or contingency plan. Back in the 1930s, the US had a strategic plan for war against the UK. Wasn’t needed, wasn’t used, but the planning was done anyway.
When I was an artillery missile platoon leader, we had a plan and a technical manual and an Army Reg for destroying the nuclear warheads with a shaped charge explosive. There were specific reports required after having done it, too.
