NEVERMIND. I thought livery cabs were those horse drawn carriages. The article seems to state he was in a ‘car’.

Livery cabs are only allowed to pick up passengers that ‘call’ them. Sort of like a car service. A taxi is licensed to pick up passengers on any street at any time. Taxi’s can cruise for fairs, liveries can not, they must be called.
