Barry is a coward. He is pathologically averse to making a command decision vis-a-vis military matters. He has no business living inside the White House.
I don't think it's that. He does a lot of stupid stuff that fits his agenda or because he can get away with or whatever. It might be more that he has no instincts when he's in a crisis situation.
