It has none, because it's an ancient fallacy of hypothetical syllogism that even the Greeks recognized was nonsensical -- called the fallacy of denying the premise. The fact that vaccines aren't 100% effective doesn't mean they aren't protecting the overwhelming majority of people who get them.

A classic antivaxxer lie. There is no evidence that polio was on the wane when the vaccine was invented. None. The nature of communicable diseases is that their outbreaks are cyclical in nature.
