the nazis changed the German language as a means of manipulating German society into becoming more accepting of nazi goals.

At the time the Constitution was written, government money given to the poor was termed "poor relief." It was termed "welfare" only after the New Deal tried to use the "General Welfare" clause in the Preamble to the Constitution to justify poor relief.

It wasn't only the Nazis that changed the language to further some political goal.
