Just a couple of years ago Chicago got something like $100 million to study ways to block the asian carp in the shipping canal. They used the money on sewers and declared that the carp issue needed more study.

FReepers were screaming that the feds shouldn’t bail out Detroit (and they didn’t thank God) but they ignore the back door bailouts that are going on all over the country.
