Just as a point of fact, it is a Joint Meeting of Congress. Joint sessions of Congress are rare—state of the union, declaration of war, that sort of thing.

Netanyahu hasn’t done anything to embarrass Obama, he just accepted an invitation to speak to the congress of his greatest ally.
Obama is the one throwing a public fit. Obama is embarrassing Obama, and the United States, and leaving Netanyahu in an awkward position.
In a normal America, Boehner would have invited the prime minister, and the president would have extended an invitation likewise. No drama.
