“Obligation to work”? Really?

I thought the White House was encouraging people NOT to work and to pursue other things.

Remember Jay Carney, speaking of unemployed workers:
“Individuals will be empowered to make choices about their own lives and livelihoods...and “would have the opportunity to pursue their dreams.”
