I understand that. I’m just saying that running out of benefits doesn’t itself affect the stats in this case. Less people working will of course make the %’s of this appear better.

In many states, you must wait one year after exhausting your benefits before you can apply again. This also contributes to a decrease in new applications.

In any event, the pool of those eligible for benefits is decreasing. We have more people unemployed today than we did before the Great Recession started. And the native born have been hurt the worst.
