Yes panic has been real and justified in some recent incidents, because the Russians have been breaking the normal rules of engagement, normal air traffic rules, and nearly caused some mid-air collisions. They can intimidate in a professional manner without crudely and ineptly risking civilian lives aboard routine commercial air traffic.
The UK has summoned the Russian Ambassador to explain why the Russian bombers disrupted civilian aviation with their flights yesterday over the English Channel. With extremely busy air routes why take the risk and potentially put civil aviation in danger?
