Falling Gas Tax Revenue Has California Lawmakers Considering Mileage Tax Plan

With an increase in electric and hybrid vehicles along with better fuel-efficient vehicles, changing Bay Area drivers habit are posing a serious problem for state coffers. As motorists use less and less gas, gas tax revenues to pay for state highways, roads and bridges shrink. Meanwhile, as gas prices fall, so does the sales tax generated by fuel sales. In California, among the taxes collected on fuel is a 2.25% sales tax on gasoline and a 9.67 percent tax on diesel.

The reason there is a lack of money for highway maintenance in CA, just drive on the I-15 or I-80 and one can tell one has crossed the NV border by the dramatic improvement in road quality, is the state has continuously raided the Highway Trust Fund to pay for other expenses. California has already some of the highest gas tax in the country. Also the money from fuel taxes is siphoned off to fund boondoogle mass transit projects and services. Californians say a hidden gas tax increase on Jan 1 due to the state's Global Warming law. I am glad I moved out a few years.

SO, how would they implement a mileage tax? GPS boxes on every vehicle? Read the odometer at every tag renewal? Sounds unworkable......................

Governor Inslee in Washington is proposing a new $1 per gallon tax, probably for the same reasons.

I’ve always wondered how they are going to track people’s mileage. And when they figure out how to track the movement of the subjects, what innovations will the people come up with to avoid the tax. I see a lot of “low mileage” used vehicles coming out of CA in the future.

Ehrmmm... I was taught that the gas tax in Calif was not what is portrayed in this article. The price of gasoline (and diesel) in the state of California includes a percentage added by the state for *blahblahblah reasons*. Even says so on the pumps.

It is not a “sales tax”. If it were, then the tax would be collected at the cash register over and above the amount charged for fuel purchased, such as when you purchase a product like a hat or sunglasses.

Unless things have changed since I last purchased petrol in california. Do they now charge a sales tax when they ring up your purchase?

This isn’t because there is a lack of money for infrastructure improvement and maintenance, there is plenty of money for that. This is because there is no money to pay for this AND the pension promises to past and present employees.

It’s the same with any government “enterprise”. There is money to keep doing what they are doing, but you can’t pay for the benefits, too.

They will keep pretending the problem is revenue, not overhead spending until every tax dollar is spent on pensions, and no services are provided for the taxes paid.

That is exactly how they are going to do it.
The box plugs into the diagnostic port and it records your mileage.
I expect if they get it approved, the next move will be to use the same box to write speeding tickets.

Liberals are dumb. They still haven’t figured out that their actions trigger reactions. Raise the gas taxes too high and people gravitate toward more efficient vehicles. Create a mileage tax and people will likewise figure out a way to reduce its impact.

What that will look like is anybody’s guess. More carpooling? More telecommuting? More flying trips and fewer driving trips? GPS jammers?

Sounds like the reverse of most state tax plans ... tax the people who live there, and subsidize visitors who don't have the CA doohickey.

The reasons are as you say the raiding of funds not just for boondoggle projects and budget balancing deceptions but also because the economy in Ca. sucks, and a good part of that suck comes from the democrats and their environazi cohorts driving the tax base the hell out of CA. faster than the bullsh*t bullet train they want to build! The last four terms of governor in CA. have been democrats, yes I count scwartzenflopper, backed up by an increasingly liberal democrat assembly.

How would this work for cars from out of state? And if you live in CA, but put miles on in another state, would they count?

I’m glad I left CA when I did...

All of the tax revenue in california goes to funding free stuff for all of the illegals squatting there. If california needs cash, they should hit up mexico and nieto for it, seeing as how california must want to become part of mexico, judging by their actions, and the number of mexican citizens they willingly support.
