Who said anything about that E.U. passport having been issued by a North African country?
I merely asked whether a person - e.g., a British tourist travelling on a bus tour, a Polish businessman, a German backpacker, etc. - bearing an E.U. passport would be turned back at the Spanish border if he couldn't prove that he wasn't a Muslim, or simply chose not to identify his religious confession.

In a world afflicted with Muslims/jihadi attacks, if a person isn’t willing to deny Allah and MadMo, that person is a de facto Muslim.
The argument you are making assumes Muslims to be what they are not, and actually, in light of Muslim history, contains more than a whiff of Liberalism/legalism.
