One hijacker listed his occupation as “teater” while another said his destination was “Hotel.” The State Department freely granted them tourist and business visas, and allowed them to remain in the U.S. after their visas expired.

most of the attackers seem to have made their initial forays into the US during the Clinton years, with some leaving and coming back during 2001, and with flight training occurring in January 2001 (the month of Bush’s inauguration). Some came in early spring/summer of 2001, when Bush would have been in office for 5 - 6 months.
