She can "impugn" all she wants. If what she is writing is factual information then there's no legal risk for her. The most basic standard for any legal action for libel or defamation is that the case has to involve the publication of information that is false.

If a statement of a set of facts impugns a judge, then the judge in question has put himself (or herself) in a position where their professional conduct deserves a lot of scrutiny. And when a Federal indictment is involved, there sure as hell ought to be a lot of scrutiny.
