We live in an open, unguarded culture. It only takes one or two individuals to catapult the populace into terror and angst. Recall the Beltway Snipers and the tense focus they caused? Weve entered an era of asymmetric warfare by individuals and organizations (some of which Obama is financing) against not the military or a nation, but the civilian populace. It doesnt take a significant number of deaths to tie up the populace and to prevent people from going about their normal lives (evidence TSA). My sister is fond of saying that we can only live as well as our neighbors will allow.

You make a very good point. To which I'd add: ISIS will not be content with rifle-based attacks. They're certainly planning for something on a larger scale, like the Boston bombings and beyond.
