I think I interpreted the prose correctly. I suspect that when you referred to "who amongst us" you were thinking only of conservative pundits and leaders observable in media, believing yourself and the rest of us incapable of elevating anyone. We could, but that cuts to your other point about conservatives being individuals. Good thought btw.
The thing is, those newly informed minor bureaucrats have to be able to keep their jobs.
That takes a job market for their respective skill sets. I have devised tools to create such an industry as you know. Of course, there might have to be a bit of reeducation before they'd be employable. :-)
