The HOUSE is not required to ask permission from the WH if they want to invite a person to speak before a joint session of Congress.
Because people don’t understand the Constitution, they don’t realize that the WH, the Congress, the Court - ARE ALL EQUAL BRANCHES OF GOVT. That means - Congress can have anyone they want as a guest speaker.
Obama is NOT KING .. and he cannot tell Congress who they can have as a guest speaker.

I have often thought that Congress could be said to have more power, as they can change the scope of SCOTUS and impeach the POTUS, among other curbs they have on the other branches. They just don’t realize it.
