There was no bill per se. It was a proposition voted on by the electorate and only the fact of the outcome of the election was signed by Hickenlooper and the setting up of a committee to facilitate the accessibility of the now legal Pot.
I am no fan of Hickenlooper...on the contrary I hate him for his push for and signing of the antigun law. But the people responsible for the Pot Law travesty are the voting population of Colorado... a 55% plurality

We voted against it.
Too bad the left hasn’t been that respectful of all the states which passed propositions, some more than once, opposing the legalisation of sodomite “marriage”. Instead they ran to sympathetic judges to have them overturned in the courts.
And in Washington, DC the Congressional “let’s reduce the size/influence of the Federal Government” folks are forbidding implementing the law 70% of DC residents voted for, legalizing small amounts of pot grown and smoked indoors. Such logical inconsistency will not result in continued conservative electoral success.
