More than 100 years after the end of the War of 1812, America had a secret plan for a new war against Britain. Produced in 1930 and called Joint Plan Red, the document set out strategies for invading Canada. Some US states relied on freshwater sources in neighbouring Quebec and an invasion would have given America a chance to secure those supplies - and also deny Canadian ports to the British. A key war aim was to eliminate Britain as a trading competitor. Joint Plan Red, now held in a public archive, was shelved in 1939.
Sounds like an assignment to drive public opinion against usa.
“Be kind, be courteous, but have a plan to kill everyone you meet.”
Sounds like it.
The big fad among military planners at the time was to have a plan to fight every country, regardless of the political probability of such a war. The army staff did not have much to do during the early 30s, so this is how they passed their time.
The US Army did a lot of contingency planning between the wars. Largely as intellectual exercises and staff training.
However, War Plan Orange (War with Japan) formed the basis for the actual war with Japan from 1941-1945.

If ISIS established a toe-hold in Canada, wouldn't the public expect the U.S. military to be able to invade for self-defense purposes?
It was an inter-war staff exercise. We had plans about waging war with EVERYONE.
And I’m betting we still have plans to invade Canada that are occasionally taken out, dusted off, and updates.
