West European countries have SWAT squads but they’re not rapid reaction forces.
Russia has its OMON and also the Internal Troops to rely on in a severe crisis.
A reconfiguration of European law enforcement is long overdue in view of the new threats facing them.

This article is ignorant nonsense.
Only the UK and Irish don’t routinely arm their police in Europe. European police ARE armed. 95% of French police ARE armed.
And as an addendum, its a myth that Euros don’t own guns: 19m French alone own guns. 7m in Italy, 2.3m in the UK. You probably have 50m that do.
