Once Obama normalizes relations with Cuba, he will present Cuba with a rental check for Guantanamo’s 60 or so year rental ( USA send a rental check every year but it has never been cashed in 60 years or so). Cuba accepts the check, and then Obama signs GITMO facility back over to CUBA as a lessor.Obama has administrative authority to do that.
This closes GITMO forever.The detainees are either transferred to 3rd parties or they can opt to become Cuban immigrants.
