This was a logical bill introduced by the Senate Majority leader and favored by the GOP majority in the House to put us under the district system used by Maine and Nebraska: one electoral vote awarded to the winner of each congressional district, two for the winner statewide.
The GOP had solid majorities in both houses and a governor pledged to sign it while he was still popular.

DEAD ON! vigilanteman. I’ve been screaming about that for years. I was on PA state committee. Not only PA, but if the GOP was worth anything, they could have done the same with OH,MI and WI, where pubs controlled the legislatures and governor mansions. Not only would allocation of electoral votes based on congressional district be a better fulfillment of the original intent of the founders, but it would eliminate the effects of voter fraud for a generation or more.
