It depends on your situation. If you employer pays you a large lump sum, the mandatory Federal withholding rate is 25%, whether you actually owe 25% in tax or not.

I actually pay a small penalty every year for not having 90% of my taxes paid in advance. I refuse to give the IRS an interest free loan. I put the extra money aside during the year and pay a large chunk in april.

Actually NO, I never pay quarterlies, I would rather pay the $100 penalty for Not Paying Quarterly, then give them any money up front.
