Just look at the names alone, two departments essentially doing the same thing

Patrick said Walker met employees of the economic and housing agencies and told them the goal of mergers was efficiency, not job elimination.

Of course, the efficiency comes in part from the elimination of redundant positions. It could mostly be done through attrition, which isn't the end of the world.
