PLAN! So one clown proposes a PLAN and now its law embraced by the State.
Every State has a percentage of liberal or communist or socialist or urban political scum. A Plan can come from any of these elected officials. MO’s State Legislature is overwhelming “R”.
Personally, I would fund the cams by a special 1% payroll tax on ALL Missouri State and local officials in legislative or management positions (both salaries and pensions) and on the salaries and pensions of all State and local law enforcement employees. Rate to be adjusted upward if 1% is insufficient to put a cam on every leo State or local interacting with the Citizens. Any surplus in the fund to be used to cover court judgements for leo misbehaviour.
So, no, Missouri is NOT a f*cked up state or what, but clearly you are.

MO actually happens to have some of the most permissive firearms laws in the nation. No database sharing, no central registry of CCW licensees ( county issued), preemption laws, clearly written updated state constitutional amendment regarding arms and defense. Shall issue, castle and stand your ground affirmative defense, no restriction ( other than Fed) on Class 2/3 arms.
On the other hands, we do have KC and STL to drag us down in so many ways....
