You are exactly right. The delta smelt is a red herring. If we had a huge surplus of water and a surplus of smelt, they would find another reason to dump it in the bay. It is all about controlling the farmers and the land.

The delta smelt is an introduced fish and is therefore non-native to the Sacramento delta and tributaries, yet it somehow conveniently qualified as ‘endangered’ to crush central valley agriculture like a bug.

Odds are (the) smelt has nothing to do with it. Its an attempt to drive farmers off the land. No, it's an attempt by the Democrats to justify a $100 billion Delta tunnel project followed by the construction of a third 'conveyance' to send more water to Los Angeles.
