LOUISVILLE, Ky. (WDRB) - El Nopal Mexican restaurant on Zorn Avenue sits empty on Saturday afternoon, but the night before on January 2, the alcohol was flowing for two high ranking Louisville Metro Government employees.

The city's Chief Financial Officer, Steve Rowland and Majority Caucus Director, Elizabeth Hoffman were arrested for alcohol intoxication in a public place and disorderly conduct. El Nopal Manager Leandro Reyes told police they drank too much and were partaking in disruptive, provocative, intimate behavior.

“Kissing and I mean a little bit too much,” Reyes told WDRB News.

So much Reyes says that several families with children complained.

“It's not right what they're doing and I need to do something about it,” said Reyes.

Hoffman and Rowland were asked to leave the restaurant by management. According to arrest reports, the two got into a white SUV where it is believed they were having sexual relations. Police were called and say they found Rowland undressed in the vehicle.

Hoffman and Rowland are both married according to the arrest reports and when they were picked up by police, the report states they struggled to follow simple commands, smelled strongly of alcohol and had glassy eyes.

Rowland has since released the following statement saying, "I take full responsibility for my inappropriate actions and am deeply sorry for the pain this has caused to my family, friends and colleagues in Metro Government."

Mayor Greg Fischer calls his actions very out of character, for the man he knows and that his actions are not consistent with the work he's done.

As for Hoffman, she did not return our calls, but members of the Democratic Caucus say they are aware of the situation and that, "The public expects proper conduct at all times from Metro Government employees and what happened is unfortunate."

Steve Rowland is on unpaid leave until the matter is resolved. The Democratic Caucus will also review the situation to determine if any action against Elizabeth Hoffman is necessary.

Wow! Hard to say which one needed more booze in order to find the other one attractive.

They weren't wearing beer goggles, they were wearing "1.5 liters of Old Smuggler" goggles!
