Other States should simply refuse to grant reciprocity to California-licensed drivers.
Other states should require that all CALIFORNIA drivers provide proof that they have personal liability insurance re driving any car or motorcycle before they are allowed in the state. Otherwise, they should be put on a “banned” vehicle and banned “driver” list with severe penalties for any violations of those laws.
