When I worked at the state unemployment office the Income Maintenance Workers (aka “social workers”) were being paid a commission for every sign-up.
I believe that; in the same manner that cops with ticket quotas are in fact raising the funds necessary for their own pay, social workers and the other cogs of the “poverty industry” have to justify their own salaries by showing a “need” (even if it is fabricated/fraudulent).
