I'd say that while Smith's point of view was based on the criminal element of black culture,

Quoting Mr. Smith: “I am a public defender in a large southern metropolitan area. Fewer than ten percent of the people in the area I serve are black but over 90 per cent of my clients are black.”

Is that not where he formed his conclusions ? Isn’t that why he even made the statement ?
