In S. Korea, this suspicion is widespread and people pretty much accept it as a fact. It may not have to be "fathering a child." Just trapping them with a naked woman would be enough. They believe many dignitaries and politicians were honeytrapped during their visit to N. Korea. Such a visit was particularly encouraged by Kim Dae-jung government. Sometimes the trap is forced upon them. For example, while staying at a hotel in Pyongyang, some young female suddenly turns up at his room, naked, and told him her life is in danger, begging him to let her in. However, the scene of him (probably in pajamas) with a naked woman was recorded in video camera. It is to be used by NK regime to blackmail him.
There was a strange case of a pastor from a big church who, after a visit to N. Korea, built an university for science and technology, where computer sciences were taught. Many computers and software were donated by people like him. You can pretty much guess that this institution serves as a incubator for N. Korean hackers, who recently wreaked havoc. He could be one of honey-trap victims.
My estranged brother went to Russia on a ‘hunting trip’ and came back EARLY. Found out he had ‘the clap’....and SIL had to get shots, too. They know how to supply rich foreigners with ‘the high life’.
Needless to say, these weren’t his only antics. SIL divorced him and family disowned and he ran the fam biz into the ground through his opulance and arrogance. He should live in NK.
