Can someone quote from one of Fleming's novels where he describes Bond as 'black'?

Well as a superspy he could easily play an ethnic black Russian, ethnic black German, ethnic black Romanian, etc. The guy was such a master of espionage...

Lots of “James Bond” movies are very distant relations to the novels, if that.
They are “updated” to a degree that makes the idea of continuity or faithfulness to Flemings concept a moot point, as several have mentioned already.
If “James Bond” is supposed to be some sort of modern, as opposed to a late 60s, fantasy secret agent, then he could very well be black.
Flemings original conception was substantially off even in his day, realistically speaking. Secret agents are secret, they don’t act like commandoes, they don’t work alone, what they really do is boring. In the 40s-60s also most would have been Central or Eastern European. A Scottish ex-Naval officer would have stuck out in Liepzig, Prague or Budapest almost as much as a black man.
