I would think the process will involve the Overseas Private Investment Corp.

Companies take out OPIC insurance that becomes collateral for loans from American Banks. OPIC pays the banks in the event that the transaction goes bad and payment is not received from the foreign customer.

Where does OPIC get its money from to pay off the companies in case of default?
