This is one of the rare times when Whoopi Goldberg's "rape-rape" distinction is valid. Getting drunk and having sex is not rape by any reasonable definition. The "noncontact unwanted sexual experiences that do not involve physical contact" may be harassment, but they are not rape. Giving in to sex because of nonphysical pressure that is not threatening is not rape. When you mix rape-rape in with nonsense, the result is a meaningless report. Rape is being drugged by someone else or forced by someone else, not being kissed unexpectedly.
