Great question. I’d guess so the dragging cuffs would make enough noise to get someone to look at them as they saunter by.
Imagine a store specializing in selling suspenders in the “urban” community.
Month 1: Zero sales, robbed twice
Month 2: Zero sales, robbed 3 times
Month 3: Zero sales through the 14th, robbed 4 times in half a month, closed doors permanently. Sold inventory to Overstock.com and walked away.
