I’m not even sure how that even works; I thought the purpose of moving away from paper food stamps and welfare cheques was to PREVENT that sort of thing from happening!
The only thing that is slightly plausible is the diversion of AFDC aid: stores that accept EBT cash usually allow recipients to withdraw money at the POS.
