Good idea on the one hand on the other, this may be another
attempt at goading a state into defying a federal mandate
so they can set an example. That example is the complete federal
takeover of a state. Give them a reason to do it and I’ll
bet 3 to 1 they would get away with it.

No way. The FedGov will not be "completely taking over" any state. They may try cutting off highway funding, Medicare funding, etc. But FedGov knows that if they actually "take over" a state such as you're proposing, that they WILL have a shooting war on their hands. And they're not ready for that yet.
