He signed an executive “memorandum”. It does not get entered into the federal registry, so there is no official record of his order.

Basically it is the same as an oral dictate.

The fact that the federal government would follow an unofficial and hence unwritten law makes it clear the we are living under a dictator.

Thanks for confirming this information. So, if there is no official record - won’t the court throw out the lawsuit, and Obama will ignore an injunction? Seems like this detail could also work against him. No?

Point of order:

At least some Presidential Memoranda are published in the Federal Register (see example at https://www.federalregister.gov/blog/learn/regulatory-improvement)

And, some additional information:

Like executive orders, presidential memoranda don't require action by Congress. They have the same force of law as executive orders and often have consequences just as far-reaching. And some of the most significant actions of the Obama presidency have come not by executive order but by presidential memoranda.

When these two forms of directives are taken together, Obama is on track to take more high-level executive actions than any president since Harry Truman battled the "Do Nothing Congress" almost seven decades ago, according to a USA TODAY review of presidential documents. - USA Today (17 December 2014) {emphasis added}
