Yes, and the Monroe Doctine was to keep colonizing powers in and the near abroad doctrine means Russia can colonize its neighbors. Kind of different concepts, no?

Apparently, on this thread, the Monroe Doctrine meant that the United States was entitled to engage in political, economic, and military blackmail to keep independent countries in line in the absence of another country trying to colonize that country in the first place.
