The man was a documented gang member, police said Non-descriptive, unless the writer means the man was a citizen, compared to an undocumented illegal alien gang member. Or does this mean the guy was an illegal gang member? I know the city of Chicago needs tax revenues to fund its operations, so maybe they sell gang licenses like a cab medallion.

I know the city of Chicago needs tax revenues to fund its operations, so maybe they sell gang licenses like a cab medallion. Probably means he has an arrest record which shows gang membership. He also probably has enough to keep him in for 50 years but he is a protected species of illegal thug and keeps getting released.
