Government is supposed to provide basic services - that's it. When local gov't spends millions on walking trails, "safe neighborhoods," new parks and basketball hoops, and engage in cronyism with businesses, then they deserve to go belly-up.

East Cleveland should be absorbed by Cleveland ad Cleveland Heights. The only real problem with that is NO ONE WANTS IT!
Either would be OK with the North half bordering the lake, but no one wants the rest of it!

Yup, like Detroit. So screw the businesses, and start the same dam model over from a clean slate. That’ll fix it. They should simply bulldoze the whole dam area.
