Absolutely, it's both. But Gruber has to protect himself, so he's attempting to wash his hands of the political process (aka Obamacare). And Obama/Cummings/Rats in general, are attempting to wash their hands of Gruber.
What the GOP has to do is to put it all in one neat, tidy package which is basically full of crap and tie it up with a huge red bow (like the one on top of the Lexus). Then tell the American people, this is your Obamacare Christmas gift. Tell the Rats thanks, but not thanks and demand they repeal the thing.
Gruber's approach today is "watching out for number one." He's been thrown under the bus, and I think he holds all the cards to make sure that he's not the only one going under it. If he hand is forced, he'll protect himself for sure. He thinks too highly of himself to take the fall.

Gruber could have gone alone with it and said.. “hey, the only way we could have passed this thing is the way we did it...I wasn’t really part of that... but the truth is we had to deceived the American Public, the CBO and the democrats to pass the bill. Am I proud of my contribution? Hmmm...don’t know. I was paid well, and I gave my input. I guess I’d say yes.”
